Prohibits all West Virginia executive branch agencies, K-12 schools, and public higher education institutions from establishing or maintaining diversity, equity, and inclusion (DEI) offices, hiring DEI officers, or requiring DEI training or statements as conditions of employment or enrollment.

Bans instruction in K-12 and higher education that presents as fact certain concepts, including that one race or sex is inherently superior, that individuals bear responsibility for actions of others of the same race/ethnicity, or that meritocracy is racist.

Defines "sex" as binary (male or female as observed at birth) and provides immunity to school employees who use pronouns consistent with a student's biological sex rather than preferred pronouns.

Requires state universities to file annual compliance reports with the legislature by July 1 each year or lose access to appropriated funds, and mandates reallocation of any unexpended DEI funds to merit scholarships or tuition reduction.

Preserves exceptions for academic course instruction and research, compliance with federal civil rights laws (Title IX, ADA, Civil Rights Act), disability services, accreditation requirements, and registered student organizations.
