Requires the Secretary of State to provide written notice to political committees within 14 days of a missed deadline before any penalty can be assessed, with a 7-day grace period to file without penalty

Grants the Secretary of State authority to extend compliance deadlines by up to 14 additional days for good cause and to negotiate settlement agreements or installment payment plans for assessed penalties

Mandates referral of civil penalties that remain unpaid for more than 30 days to a licensed debt collection agency for collection

Removes municipal recorders from the notification process for campaign finance violations, leaving responsibility with the Secretary of State and county clerks
