Exempts the West Virginia Secretary of State from the state's competitive bidding process for purchases of critical election infrastructure, including voter registration systems, voting systems, electronic pollbooks, and election results reporting systems

Requires the Secretary of State to submit all bids, quotes, specifications, contracts, change orders, and amendments related to exempt purchases to the Purchasing Division Director for public posting on the division's website

Documents or portions exempt from disclosure under West Virginia's Freedom of Information Act do not need to be submitted to the Purchasing Division Director

Takes effect July 9, 2025 (90 days from passage on April 10, 2025)
