Amends §3-8-4a of the West Virginia Code to remove outdated provisions related to political committees that were terminated within three years of amendments made during the 2002 legislative session

Political committees may terminate by filing a written request stating they will no longer receive contributions or make disbursements and have no outstanding debts or obligations

Excess funds from a terminating political committee may be transferred to another political committee established by the same candidate

Preserves the Secretary of State's authority, in consultation with the State Election Commission, to establish procedures for determining insolvency, orderly liquidation, and termination of insolvent political committees

Effective date is June 22, 2025 (90 days after passage on March 24, 2025)
