Establishes an Adopt-A-Road program through the Division of Highways allowing individuals, groups, legal entities, counties, and municipalities to volunteer time, equipment, and materials for road maintenance

Covers a broad range of maintenance activities including pothole repair, road improvements, trail restoration, tree removal, litter control, snow removal, and accessibility projects on state-controlled roads and rights-of-way

Division of Highways may provide materials and equipment (safety vests, signage, soil, gravel) up to 30% of estimated project cost, or up to 100% for litter control projects using the Highway Litter Control Fund

Requires applicants to submit applications specifying project location, type, and timeframe, then execute an agreement with the division before beginning work

Participants must indemnify and hold harmless the state and Division of Highways from any injuries or damages related to their Adopt-A-Road activities
