Changes how municipalities in counties with racetracks not located within a municipality receive their share of video lottery net terminal income, shifting from equal distribution among all municipalities to per capita distribution based on the most recent decennial U.S. census

Applies the per capita distribution formula to both regular net terminal income (§29-22A-10) and excess net terminal income (§29-22A-10b) distributions to municipalities

Affects only counties where the racetrack has been located outside any municipality since on or before January 1, 1999, where municipalities receive one percent of the two percent county allocation

Makes minor technical corrections replacing "must" with "shall" and changing "shall not" to "may not" regarding commission administrative cost limitations
