Establishes a new legal framework allowing courts to order involuntary treatment for individuals with substance use disorder who present an imminent threat of danger to themselves, family, or others and can reasonably benefit from treatment

Permits courts to order treatment for 60 days or up to 360 consecutive days following a hearing where the court must find proof beyond a reasonable doubt that treatment is warranted

Allows 72-hour emergency involuntary hospitalization when a qualified health professional certifies the person meets danger criteria, with release required within that timeframe

Requires petitions to be filed by a spouse, relative, friend, or guardian, and mandates the petitioner sign a guarantee to pay all treatment costs ordered by the court

Requires examination by two qualified health professionals (at least one physician) within 24 hours before the hearing, with examinations permitted via telehealth
