Requires all executive branch state agencies, West Virginia State Police, and county boards of education to develop area market rate salary adjustment policies by July 1, 2026

Policies must be submitted in writing to the Governor, President of the Senate, Speaker of the House, and State Budget Office by September 1, 2025

Allows agency heads to designate specific counties or areas where salary adjustments apply based on higher economic growth and cost of living differences within the state

Permits salary increases to exceed maximum pay grade limits if adjustments push employee compensation above established classification ranges

Explicitly prohibits any private cause of action or grievance rights arising from the policy's implementation or provisions
