Adds "attempt" as a criminal offense for parents, guardians, custodians, or persons in positions of trust who try to sexually exploit or engage in sexual acts with children under their care

Expands liability to include attempts to procure, authorize, or induce another person to sexually abuse a child under 16, punishable by 5-15 years imprisonment and/or $1,000-$10,000 fine

Applies the same attempt provisions to cases involving children 16 years or older, punishable by 1-5 years imprisonment

Maintains existing penalties for completed offenses, including 10-20 years imprisonment and/or $500-$5,000 fine for direct sexual abuse by a caregiver

Preserves the exemption for custodians or persons in positions of trust who are less than four years older than the child
