Continues the West Virginia Mothers and Babies Pregnancy Support Program under the Bureau for Public Health to fund pregnancy help organizations

Allows eligible pregnancy help organizations to receive funding for capital expenditures, adding new services, meeting licensing/accreditation requirements, and training staff and volunteers

Excludes "abortion industry organizations" from receiving any program funding

Requires funds outside the specified categories to be distributed on a fee-per-service and fee-per-hour arrangement as set by the management agency

Takes effect July 8, 2025 (90 days after passage on April 9, 2025)
