Mandates all West Virginia public schools to provide age-appropriate instruction on the Holocaust, defined as the systematic, planned annihilation of European Jews and other groups by Nazi Germany

Prohibits Holocaust instruction from being given before grade six

Requires schools to collaborate with and utilize guidance from the West Virginia Commission on Holocaust Education in developing curriculum

Instruction must lead to investigation of human behavior and examination of what it means to be a responsible and respectful person
