Removes the two-year waiting period restriction that previously limited municipalities to only one minor boundary adjustment annexation every two years

Maintains existing size limits for minor boundary adjustments: annexation cannot exceed 105% of the existing total municipal boundary length or 120% of the current municipal area

Requires consent from all businesses, residents, and freeholders in the territory to be annexed, with a 90-day certified mail process after which non-responders are deemed to have consented

Preserves county commission authority to approve or deny annexation applications based on factors including contiguity, impact on services, and best interest of the county

Retains the two-year prohibition on resubmitting a denied annexation application for the same territory
