Renames the "Certified Industrial Business Expansion Development Program" to the "Certified Business Expansion Development Program," expanding eligibility beyond industrial facilities to allow any plant or facility to participate

Removes the requirement that high impact business development districts be located on state-sold or leased land or on land previously used for coal mining operations

Eliminates the requirement that electrical service within certified districts must be generated from renewable energy sources, allowing any electricity generation

Adds protection for regulated electric utility customers, specifying they shall not bear any construction, operational, or capacity-related costs associated with non-utility electricity generation located in high impact business development districts

Maintains the program's expiration date of June 30, 2028, while preserving any districts previously approved by the Secretary of Economic Development
