Prohibits county boards from authorizing home instruction for a currently enrolled public school student if there is a pending child abuse or neglect investigation against a custodial parent, guardian, or the person who would provide instruction, when the investigation was initiated by school personnel

Requires county superintendents to develop policies ensuring they are notified when schoolteachers or other school personnel report suspected child abuse or neglect

Mandates the Department of Human Services provide confirmation of case status within 48 hours when requested by the county superintendent

Allows home instruction authorization to proceed if the abuse or neglect complaint is not substantiated within 14 days of initiation, unless another eligibility requirement prevents approval

Establishes these provisions as "Raylee's Law" to prevent families from withdrawing children to homeschooling while under active investigation for abuse or neglect reported by school staff
