Declares any contract or agreement between public sector labor unions and municipalities (cities, towns, counties), their agencies, or any state instrumentality to be against public policy, illegal, void, and unenforceable

Amends general corporate powers of municipalities to explicitly limit their contracting authority to exclude agreements with labor unions, trade unions, or labor organizations acting as bargaining agents for public employees

Applies the prohibition to all levels of local government as well as state agencies, instrumentalities, and institutions throughout West Virginia

Modifies existing home rule powers for cities by adding a new restriction stating that municipalities' rights to transact business and incur obligations are expressly limited by the new union prohibition
