Authorizes county commissions and municipal governing bodies to adopt ordinances restricting wholesale renewable energy facilities (wind/solar projects with 5+ megawatt capacity that sell power to the grid)

Permits local governments to impose limits on facility locations, setback requirements, total area restrictions, height limits, environmental design criteria, and decommissioning/land restoration requirements

Lists legislative findings that utility-scale renewable energy projects negatively impact property values, scenic viewsheds, wildlife habitat, farmland, tourism, and local economies

Exempts municipalities from county ordinances if they adopt their own renewable energy zoning regulations or pass an exemption ordinance

Allows persons adversely affected by these ordinances to seek direct judicial review regarding whether regulations impermissibly burden their right to establish or operate a facility
