Creates the Uniform Child Abduction Prevention Act allowing courts to issue abduction prevention orders when there is a credible risk a child may be wrongfully removed or retained

Authorizes courts to impose travel restrictions, require surrender of passports, prohibit removing children from the state or country, mandate supervised visitation, and require posting of a bond as preventive measures

Lists 13 risk factors courts must consider when evaluating abduction risk, including prior abduction attempts, domestic violence history, weak ties to the state, and connections to countries that don't enforce child return orders

Permits courts to issue ex parte warrants for law enforcement to take immediate physical custody of a child when there is credible risk of imminent wrongful removal, with a hearing required by the next judicial day

Applies to children under 18 years of age and remains in effect until the child reaches 18, becomes emancipated, or the order is modified by a court with jurisdiction
