Requires all financial institutions, dealers, and any person or entity recording more than five liens in a calendar year to use the West Virginia Division of Motor Vehicles' electronic lien and title system

Authorizes the Division to create digital titles for motor vehicles, with liens and encumbrances shown on the electronic record rather than only on paper certificates

Eliminates issuance of paper certificates of title to lienholders or vehicle owners once the Division's digital title system is fully adopted

Allows insurance companies, authorized licensees, or salvage pools to request a salvage certificate from the Division if they cannot obtain proper title documentation within 15 days of a total loss settlement

Establishes that certified copies of the Division's electronic records of titles and liens are admissible as evidence in civil, criminal, or administrative proceedings
