Authorizes fixed odds wagering on live horse and dog racing through licensed sports wagering operators, with wagers including single-race bets, parlays, moneyline bets, and proposition bets

Creates the Fixed Odds Horse Racing Wagering Purse Supplement Fund, collecting 10% of adjusted gross wagering receipts from horse race fixed odds wagers, with 25% going to purse supplements and 25% distributed equally among licensed thoroughbred racetracks

Creates the Fixed Odds Dog Racing Wagering Purse Supplement Fund with the same 10% collection structure, distributing funds to the West Virginia Greyhound Breeding Development Fund and licensed dog racetracks

Requires compliance with the federal Interstate Horseracing Act of 1978 for out-of-state horse racing content and requires consent from host racetracks and recognized horsemen's groups for in-state racing content

Prohibits horse/dog owners, trainers, jockeys, their employees, and racing officials from placing fixed odds wagers on events in which they are participating

Takes effect July 11, 2025 (90 days after passage on April 12, 2025)
