Adds this restriction to the list of limitations on what Home Rule municipalities can regulate, alongside existing prohibitions on areas like taxation, firearms, environmental law, and professional licensing

Requires municipalities already participating in the Home Rule Program to update their ordinances to comply with this new restriction
