Requires judicial officers to release defendants charged with misdemeanors on their own recognizance at initial appearance, except for offenses involving violence, minors, deadly weapons, Schedule I/II drugs or methamphetamine, sexual abuse, serious traffic offenses, or property crimes exceeding $250 in value

Limits bail for misdemeanor charges to no more than three times the combined total maximum fines for all charged offenses

Grants defendants the right to select their method of securing bail from three options: cash deposit, property recognizance, or use of a bail bondsman

Prohibits magistrates from releasing felony defendants on their own recognizance at initial appearance, while allowing circuit courts to impose any reasonably necessary release conditions including own recognizance release

Permits magistrates to set cash-only bail at their discretion for specific serious offenses including Schedule I/II drug manufacturing or delivery, crimes against persons, sexual offenses, filming of sexually explicit conduct of minors, and child abuse crimes
