Expands exemptions from aboveground storage tank (AST) regulations to include devices with 210 barrels or less capacity containing brine water or fluids from hydrocarbon transmission and storage (not just production), and devices at lawfully permitted coal mining sites outside zones of critical concern

Prohibits the Department of Environmental Protection from requiring regulated tanks to be lifted, moved, or physically altered for visual leak detection inspections unless there is a confirmed release

Tanks used for hydrocarbon production/transportation/storage and roadway snow/ice pretreatment located in zones of critical concern are exempt from third-party inspections but must be self-inspected, self-certified, and reported to DEP annually by owners/operators

Secondary containment for these exempt tanks in critical concern zones must be inspected and documented by the owner/operator at least once per month

Establishes a 9-month grace period before tanks in newly-designated zones of critical concern or peripheral concern become subject to the corresponding regulatory requirements, with notice provided to owners/operators by certified mail or email
