Prohibits state agencies from proposing or finalizing regulations on drinking water, water pollution, air quality, hazardous substances, or solid/hazardous waste unless supported by "best available science"

Requires that for human health regulations, scientific evidence must demonstrate a causal link between exposure above proposed levels and "manifest bodily harm in humans"

Defines "best available science" as research that is reliable, unbiased, independently verifiable, and published in peer-reviewed journals that do not charge authors publication fees

Applies only to state regulations adopted after the effective date that are either more stringent than federal standards or adopted where no federal regulation exists

Exempts existing regulations, actions required for federal primacy requirements, and state regulations that match federal counterparts in substance
