Requires municipalities to obtain county commission approval before imposing fire protection fees or charges on residents or businesses located outside municipal boundaries

Prohibits requiring residents or businesses outside a municipality to pay fire protection fees to both the municipality and the county commission simultaneously

Establishes a protest mechanism allowing county residents (including municipal residents) to challenge municipal fire fee ordinances affecting non-municipal residents through a petition signed by 30% of qualified voters

If sufficient protest petition signatures are collected, the municipal fire fee ordinance cannot take effect until ratified by a majority vote of county voters at a primary or general election

Removes the temporary moratorium that had prohibited new municipal fire protection fees on non-residents effective between June 30, 2024 and June 30, 2025
