Requires public places with televisions (including healthcare facilities, restaurants, sports bars, entertainment venues, colleges, state agencies, and local governments) to keep closed captioning activated on at least half of all televisions during regular hours

Mandates that captioned televisions be distributed throughout public areas so patrons are within reasonable eyesight of at least one captioned TV

When multiple televisions display the same programming content, at least half showing that content must have closed captioning enabled

Requires establishments to make reasonable efforts to prevent the public from deactivating captioning features

Exempts venues that have no televisions or only have televisions without captioning capability
