Eliminates the current exception allowing adults to obtain abortions within the first 8 weeks of pregnancy in cases of rape or incest

Removes the exception allowing minors and incompetent or incapacitated adults to obtain abortions within the first 14 weeks of pregnancy in cases of rape or incest

Eliminates reporting requirements to law enforcement that were previously tied to the rape and incest exceptions

Retains existing exceptions allowing abortion only when the embryo/fetus is nonviable, the pregnancy is ectopic, or a medical emergency exists

Maintains requirements that surgical abortions must be performed in licensed hospitals by medical professionals with West Virginia hospital privileges
