Expands the definition of "premises" for trespassing purposes at state institutions of higher education to include any property owned, operated, leased, or controlled by the institution, replacing the previous narrower focus on student residence halls and facilities

Removes detailed provisions specifying who was authorized to access residence halls and student facilities (residents, invited guests, parents, employees, delivery persons)

Eliminates the previous process where unauthorized persons could be asked to leave by designated officials before facing trespass charges

Allows courts to issue orders prohibiting a person convicted of trespassing under §61-3B-2 or §61-3B-3 from being present on state institution of higher education property or premises

Removes the previous fine structure of $15 for first offense and up to $100 for subsequent violations within one year
