Increases the additional fee cap for auditing policemen's and firemen's pension and relief funds maintained by Class IV municipalities from $3,000 to $5,000 per fund

Maintains existing exceptions allowing higher costs when municipalities must undergo federal single audits, and requiring written cost quotes in advance for all services
