Authorizes the West Virginia Supreme Court of Appeals to recall retired circuit court judges, family court judges, Intermediate Court of Appeals judges, and Supreme Court justices for temporary assignment

Senior judges may be recalled to serve during protracted illness, lengthy suspension, unfilled vacancies, to assist circuits with excess pending matters, or to mentor sitting judges as directed by the administrative director

Sets per diem compensation at up to $430/day for senior circuit and intermediate court judges and justices, and up to $325/day for senior family court judges

Limits combined per diem and retirement benefits to not exceed the annual salary of a sitting judge, unless the Chief Justice certifies extraordinary circumstances requiring extended assignment

Allows reimbursement of actual and necessary expenses for senior judges and justices recalled to service
