Allows municipalities or counties to appoint non-residents to regional airport authority boards, expanding eligibility beyond the current requirement that all members must reside in the municipality or county they represent

Requires a 90-day waiting period after publishing a Class II legal advertisement before a non-resident member can be appointed to fill an initial appointment or vacancy

Amends §8-29-6 of the West Virginia Code governing intergovernmental relations for regional airports
