Removes the existing provision that allowed county commissions to avoid providing emergency ambulance service if funds were not specifically allocated in the levy estimate

Requires county commissions to provide emergency ambulance service to all county residents where such service is not otherwise available, without the previous funding availability exception

Mandates county commissions submit an annual report to the Office of Emergency Medical Services by September 1st detailing how emergency ambulance service is made available in the county

Requires the annual report to include the amount of county funds expended during the prior fiscal year to fund emergency ambulance services
