Creates a new category of net metering projects specifically for "distressed land" (former mine land, land bank property, or large commercial rooftops over 80,000 sq ft) and "energy communities" (areas with closed coal mines, retired coal plants, or significant fossil fuel employment history)

Allows net metering facilities on qualifying sites to have unlimited customers and removes existing size caps (currently 50 kW residential, 1 MW commercial, 2 MW industrial) and the 3% aggregate utility capacity limit

Requires net metering customers to consume at least 5,000 kWh monthly and be located within the same utility service territory as the generating facility

Mandates electric utilities provide bill credits for at least 35 years based on PSC-approved rates, with unused credits carrying forward indefinitely to subsequent months

Directs the Public Service Commission to propose rules for siting and regulating these projects and report annually to the Legislature, while prohibiting PSC from modifying bill credit, meter aggregation, or subscription size provisions
