Creates a paid parental leave pilot program for full-time state government employees who have worked at least 12 consecutive weeks, providing up to 12 weeks of paid leave at 90% of average weekly wage (maximum $1,000/week) to care for a newborn or newly adopted child under age 12

Applies to births and adoptions occurring between July 1, 2025, and July 1, 2027, with leave available during the first 12 months after birth or adoption

Establishes a Paid Parental Leave Pilot Program Fund in the State Treasury funded by deposits from §60-8A-3 (alcohol-related revenue), legislative appropriations, and other sources

Requires employers to maintain group health insurance coverage during leave (with employee paying premiums) and guarantees job restoration to the same position upon return

Mandates annual Department of Labor surveys of employers and performance review reports to the Joint Committee on Government Organization, with the program sunsetting on December 31, 2028
