Expands West Virginia's cardiac arrest response requirements from secondary schools only to include all elementary and secondary schools under county board jurisdiction, effective July 10, 2025

Requires schools to develop venue-specific cardiac emergency response plans that must be practiced annually, covering both athletic events and non-athletic situations on school grounds

Prohibits students from participating in athletic activities if they have experienced syncope (fainting) before or after athletic activity until cleared in writing by a physician, nurse practitioner, or physician assistant

Mandates that coaches complete annual sudden cardiac arrest training approved by the Department of Education, and schools must hold informational meetings for parents about warning signs before each athletic season

Requires youth sports league coaches and personnel using school grounds to receive the cardiac emergency response plan, locate AED placements, maintain CPR/AED training, and practice the skills learned
