Extends Emergency Medical Services Retirement System eligibility to full-time emergency vehicle operators employed by state, county, or other political subdivisions

Modifies the "final average salary" calculation from the highest five consecutive plan years within the last 10 years of service to the highest consecutive 36-month period

Adds emergency vehicle operators to the definition of "emergency medical services officer" for retirement benefit purposes

Maintains existing benefit structure of 2.6% per year of final average salary for first 20 years of credited service, with maximum benefit of 67% (increasing to 90% once plan reaches 75% funded level)
