Requires the state, political subdivisions, governmental entities, or institutions to demonstrate a compelling state interest using the least restrictive means before infringing on parental rights

Guarantees parents specific rights including directing education and moral/religious training, choosing between public, private, religious, or home school options, and accessing all school records

Prohibits schools from withholding information about a minor child's health, well-being, or education from parents while the child is in school district custody

Allows parents to sue for violations of the act and seek injunctive relief, monetary damages, attorney's fees, and court costs, or raise the act as a legal defense
