Allows sheriffs, the Division of Corrections and Rehabilitation, or other law enforcement agencies to use as many officers or staff as necessary for safe transport of involuntarily committed patients, with reimbursement for actual costs from the Department of Health Facilities

Grants counties discretion to contract with alternate hospitals that may be closer to the jurisdiction where the commitment hearing is occurring

Authorizes counties to utilize hospitals located outside of West Virginia for involuntary commitment transportation

Changes terminology from "Department" to "Division" of Corrections and Rehabilitation for reimbursement provisions
