Authorizes the Commissioner of Highways to approve locality pay differentials for Division of Highways employees working in jurisdictions where additional pay is necessary to recruit and retain workers competitively

Locality pay differential may exceed the maximum salary range for an employee's position classification but is capped at $10,000 per year above regular salary or hourly pay

Commissioner designates which jurisdictions qualify for locality pay based on recruitment and retention needs

Requires the commissioner to propose rules for legislative approval to implement the locality pay program
