Prohibits K-12 public school students from possessing or using personal mobile devices during instructional time (does not apply to time between classes, lunch, or recess)

Requires the State Board of Education and county boards to adopt policies mandating students deposit phones in lockboxes, pouches with locking mechanisms, or other secure locations during instruction

Exempts students who are volunteer firefighters/EMTs, have medical conditions requiring phone access, have IEP requirements for device use, are English language learners needing translation, or have teacher permission for educational purposes

Excludes charter schools from the mobile device restrictions

Requires policies to be adopted at open public meetings and schools to inform parents, teachers, and students of the policy at the beginning of each school year
