Establishes license reciprocity for veterinarians licensed in other U.S. states, districts, or territories who have held an active license in good standing for at least five years immediately preceding their application

Creates the same reciprocity pathway for veterinary technicians, allowing those with five years of active, good-standing licensure in another jurisdiction to obtain West Virginia registration

Requires reciprocity applicants to attest that their license has never been suspended or revoked due to disciplinary action in any jurisdiction where they have been licensed

Authorizes the Board of Veterinary Medicine to require applicants to provide letters of good standing or other documentation from each jurisdiction where they hold or have held a license

Maintains existing standard licensure requirements including graduation from accredited programs, passing required examinations, and criminal background standards for applicants not qualifying through reciprocity
