Renames the "Coal Fired Grid Stabilization and Security Act of 2023" to the "Affordable Electricity and Economic Growth Act of 2025" and expands its scope to include coke production for steelmaking alongside coal-fired electricity generation

Directs the Department of Economic Development to identify and designate suitable sites for both coal electric generation plants and coke production facilities based on proximity to coal deposits, transportation infrastructure, and air quality compliance

Requires the Department to submit a preliminary report by December 31, 2025, identifying at least four potential locations each for coal electrical generation and coke production, with geographic distribution requirements north and south of Interstate 64

Mandates designation of at least one site each for coal electric generation and coke production by December 31, 2026, with at least one additional site of each type designated annually for the following five years

Imposes an automatic 25 percent reduction in the Department of Economic Development's spending authority if it fails to meet the designation requirements and timelines specified in the legislation
