Mandates the plan establish a routine repaving schedule for each class of paved highways, organized by Division of Highways district and county

Requires each district engineer to prepare paving plans specific to their respective districts

Plan must include an assessment of equipment and personnel needs to achieve repaving goals

Plan must inform the Legislature of estimated funding required for appropriations and budgeting to fully implement the comprehensive paving schedule
