Grants the West Virginia Public Service Commission authority to regulate internet service providers (ISPs) to the extent permitted by federal law

Requires ISPs to provide safe, adequate, and reliable service to customers under just, fair, and reasonable terms and conditions

Authorizes the Commission to adjudicate customer complaints alleging inadequate or unreliable service or unjust terms and conditions

Empowers the Commission to compel testimony under oath, require document production, and exercise jurisdiction over persons necessary to carry out its mandate

Establishes fines up to $7,000 per violation for ISPs that fail to comply with Commission orders, with enforcement available through the courts
