Directs the West Virginia Department of Education to review all school closures and consolidations under consideration during the current year and the previous four fiscal years

Requires WVDE to propose changes to the School Aid Formula within 180 days that would prevent at least 80% of school closures when those closures were justified by financial and operational factors

Applies to closure decisions regardless of whether school districts have already rendered final decisions on the closures

Takes effect immediately upon passage
