Exempts farmers who sell, exchange, or barter products or commodities produced exclusively on their own farms from being classified as a "distributor" under West Virginia's Commercial Feed Law

Exempts these same farm-exclusive producers from the requirement to obtain a commercial feed distributor permit from the Commissioner of Agriculture

Amends the definitions section (§19-14-2) and permits section (§19-14-5) of the West Virginia Commercial Feed Law

Maintains all existing permit requirements for commercial feed manufacturers, guarantors, and pet food distributors who are not selling exclusively farm-produced products
