Declares that the World Health Organization, United Nations, and World Economic Forum have no jurisdiction within West Virginia

Prohibits the state and all political subdivisions (counties, cities, towns, school districts, etc.) from enforcing or collaborating with any requirements or mandates issued by these three international organizations

Specifically bars mandates from these organizations regarding masks, vaccines, medical testing, or gathering of public or private information about state citizens or residents

Establishes that any requirements from these foreign entities that conflict with West Virginia's constitution and laws shall have no force or effect in the state
