Prohibits state agency officials, employees, and contractors from downloading, using, or accessing social media applications, platforms, or websites owned by entities in designated foreign adversary nations on state-owned or state-leased internet-capable devices

Bans state agency personnel from using applications, software, and AI algorithms owned by entities located in foreign countries of concern, as defined by federal regulations (15 C.F.R. § 791.4)

Exempts law enforcement officers when performing law enforcement duties from these restrictions

Allows the Secretary of State to grant written waivers for officials, employees, or contractors who need access to prohibited platforms to perform their job duties

Defines "state agency" broadly to include all state government bodies including departments, boards, commissions, authorities, and institutions created by state constitution or law
