Adds the Classic Learning Test (CLT) to the list of standardized tests (alongside ACT and SAT) that West Virginia state institutions of higher education must recognize for admissions purposes

Prohibits state colleges and universities from requiring alternate testing for applicants from private, nonpublic, or home school backgrounds who have acceptable CLT, ACT, or SAT scores

Maintains existing protections preventing rejection of applicants solely because their secondary education lacked state Board of Education accreditation

Amends §18B-1-1e of the West Virginia Code governing public education and higher education collaboration for college preparation
