Prohibits all geoengineering activities within or over West Virginia, including weather modification, cloud seeding, stratospheric aerosol injection, and solar radiation modification

Requires the Department of Environmental Protection Commissioner to investigate credible reports of geoengineering and issue cease-and-desist orders to violators

Mandates quarterly public notices encouraging citizens to monitor, document, and report suspected geoengineering activities with photographs, video, lab tests, and other evidence

Establishes civil penalties up to $25,000 per day for violations, with a minimum $500,000 civil penalty for knowingly engaging in geoengineering

Creates felony charges for knowing violations, punishable by fines up to $25,000 per day and imprisonment of 1-5 years
