Shortens the deadline for the Board to file proposed rules with the Legislative Rule-Making Review Committee from 180 days to 30 days after filing an emergency rule

Emergency rules remain effective for a maximum of 15 months and expire earlier if the Board fails to file required notices of public hearing within 60 days or submit to the committee within 30 days

Establishes legislative findings asserting the Legislature's constitutional primacy over education policy in West Virginia, citing Article XII, Section 1 of the state constitution
